look I believe that any method that is less lethal then gun fire, any tool or option that might reduce the danger to bystanders,police officiers, and finally the individuals rioting (and in that order of importants) is a good thing.
I'm all for asking all polite like in a low Mr Rogers voice, unfortunately there is signifigant evidence that this does not work on rioting crowds.
